And during today's episode, we're gonna be breaking down exactly where the Clarity Act sits today in Washington, D.C. and just how likely it is that we get a vote before the August recess. And if this historic bill can get across the finish line, this will be a game changer for digital assets, just like XRP. Now, for years, the XRP community was stuck in regulatory uncertainty, being attacked by regulators and prosecuted inside the United States. The Clarity Act would provide the exact inverse. This would lock in federal status for years to come, allowing institutional adoption to flood into the crypto space. And while many people are focused on the billions that have come in through the ETFs, there are trillions of dollars sitting on the sidelines, ready to enter these digital asset ecosystems. And during today's episode, we break down just how likely it is that the Clarity Act is that institutional signal that unlocks these trillions and floods the digital asset sector. But to kick off today's show, I wanted to give you guys a live update as to what's happening in Washington, DC today. As brand new reports out of the White House have just confirmed, Republican and Democratic staff have held a flurry of meetings over the past 24 hours to hammer out the remaining issues within the Clarity Act. Now, Thune's decision not to file a closure vote today gives negotiations a few more hours to land a deal. The ethics remains the issue on its own, and this is the biggest thing that's preventing the Clarity Act from getting across the finish line. And obviously, the fact that Thune didn't file the closure today, it is not a great sign that we're gonna get this thing done before Friday. And that's not my opinion. That is according to the brand new reports out of Washington, D.C. As Tillis says the pre-recorded vote on the crypto bill likely hinges on the Senate staying in Washington, D.C. past tomorrow. Now, that means we would see these senators stay through the weekend to work through this historic regulation. Here's the exact quote: if we're getting out on a schedule, which would be tomorrow afternoon, I think it'd be a moonshot at this point. But there's still a chance that if we're going to be delayed, particularly if we have to go into next week. So if Congress decides to work through the weekend, Johnny Crypto, we're going to have a Clarity Act vote. And you don't have to take my opinion for it. Here's what Senator Cynthia Loomis had to say earlier today.

And if if this bill dies, the Democrats are going to have to kill it. Uh, we're going to vote on it. So it can't die by uh no votes. Uh and if it dies, it's gonna be because the Democrats kill it. I've been over backwards for 11 months uh to give them as much as we can possibly give them to regulate this industry. We want to unsure this industry, we don't want it to go to Switzerland or the UAA or Singapore. This is an important industry in the U.S. And we've tried to find the way to allow innovation to occur while still having a clear regulatory framework that this industry can comply with. And they want to comply. They want to be in the United States. Let's let them by passing the Clarity Act.

Well, Johnny Crypto, not only is the Senate running out of time to get the Clarity Act across the finish line, we got major news out of Russia today as President Putin has signed Russia's first comprehensive crypto law, the law on digital currencies and digital rights, which goes into effect on September 1st, 2026. Now, he signed this historic piece of legislation earlier today, and this is Russia's version of the Clarity Act. Now, it recognizes digital currencies as property, creates a licensed exchange market, which is supervised by the central banks, it sets up digital depositories to record its own records, and it regulates mining, custody, and digital financial assets all within the country. Now, retail investors must pass a knowledge test and are capped at 300,000 ruples per platform each year. Qualified investors face no limit. Only the largest and most liquid coins will be allowed to trade within the country. The central bank has said Bitcoin, Ethereum, and US dollar tether currently meet those standards. So crypto still cannot be used to pay for goods inside of Russia, but banks can block suspicious transactions and there's a 48-hour cool-off period which applies to wallet transfers. Meanwhile, the Senate cannot work on the Clarity Act as we have just two days left to get this historic piece of legislation signed. And so you can see the rest of the world is moving into the digital asset class, Johnny. The real question is do we get the seven Democrats to cross party lines and ultimately support the Clarity Act being passed this weekend? Now, I want to repeat this one more time because it's so important. Senator Loomis has definitively stated we are going to get a Clarity Act vote before the August recess. And also, Rick Scott and Senator Kennedy have said the same thing earlier today. And this is a brand new report out of Washington, D.C., highlighting just how much momentum exists behind the scenes. This person stated, no one in DC has stopped from working on the Clarity Act bill. I had a meeting this morning with a senator. They are working on this. And this historic legislation is complicated. The Senate floor movement in August would be great. I'm looking forward to seeing progress on this very, very soon. And the thing that keeps me excited, Johnny Crypto, is that Senator Cynthia Loomis said we're going to get the thing we've been asking for, which is a Clarity Act vote before the August recess. Do you believe the Clarity Act is going to get the seven Democrats to support this bill?

Well, absolutely what I think that there absolutely has to be no doubt that they're going to put the vote to a floor. Now, I don't know if we're going to end up getting it passed, but to me, I cannot help but think that I mean the Republicans will be blowing a massive opportunity if they don't put it to a vote. So I think yes. I I I've been on the 99.9% camp that Thune will put it to a vote, whether it's going to pass or fail. In fact, I think what's happening is just by his action today, I think he wants to put it to vote, but because this ethics thing ain't done, he's given it a little, you saw he didn't put it to vote today. He's given a little more time. I think he also knows that the Save Act and a couple other bills that they want to vote on are probably going to go into the weekend. He's probably figured, hey, I'm just going to extend recess, bring all these things out and get everything done. And that makes sense. That's actually a good thing that that to me at this point in time tells me he's probably going to extend. Because this way it gives him enough time to go back and get this ethics thing worked out. Hopefully we get it done tomorrow. Figure it out, put it in there, and then go bring it to the floor to a vote and see where they stand. And if they don't get the ethics thing done, they still need to bring it to a vote. He's got to put it on the floor, he's got to let them vote, and he's got to get people on the record. And you heard Cynthia Loomis, she was kind of frustrated there. She's basically saying, Hey, I bent over backwards. I put everything in here these guys want that we could possibly do to meet them in the middle so we can make this thing happen. And yet here we are, we still can't get, you know, we can't even get the thing um passed. So for her, she's probably sitting there telling the thune, because don't forget they're on the same party. She's sitting there saying, Look, at a minimum, put this thing to the floor, get a vote. The fact that she's so confident tells me she's because listen, they're talking all the time behind the scenes. I'm sure she talked to the thune, and she probably knows he's gonna put it to a vote. It's just a matter of when. And that's why she seems so confident it's gonna happen, and it absolutely has to happen because the the Republicans would be blowing in because they would literally be giving the Democrats a free pass act. She literally said, if this bill fails, listen to her words. If this bill fails, it's because the Democrats fail it. Well, she can't say that if there's no vote, you can't say that. So that gives me, like I said, 99.9% confidence. So she's already talked to Thune, and Thune already guaranteed her, hey, I'm gonna bring this thing to a vote when you tell me. And I think that's what's gonna happen.

I think that's a really optimistic picture, Johnny Crypto. And from the beginning of this whole Clarity Act ordeal, me and you went out on a limb and said, we believe we will get the Clarity Act vote. At this point, that's really all we can ask for. And what I'm thinking is if Democrats are forced to support this bill or vote against it, we're gonna see some Democrats cross party lines because the November elections, there are 70 million Americans who own digital assets. That's Republicans, that's Democrats, that's old people, that's young people. Everybody, all these different types of voters have exposure to digital assets and care about the Clarity Act. And we are seeing millions of people reach out to their congressmen and ask them to pass the bill. Now, we're gonna give you a brand new update from the Paul Barron podcast in regards to the final 48-hour countdown, guys, but I want to hear from you. One's if you think the Clarity Act is signed into law this summer, twos if you think it doesn't get done. And as much as you're gonna hear on social media that this thing is dead and gone, that is not what I'm seeing in my reports from Washington, D.C. And this thread is a primary example of that. As Brendan Peterson said, I'm gonna try to make sense of what's happening with the Senate and the Clarity Act as of today. The bill is not dead yet, and a vote before the recess still remains possible. Now, point number one, Thune has not filed the cloture. And without that, there's no vote. The Senate was supposed to leave tomorrow, August 7th, but bipartisan talks have become very alive in the last 24 hours. AIDS are trying to hammer out policy issues. The goal of the talks is to land on a product that moderate Democrats feel is enough that they can vote yes on the cloture bill and get us to these 60 votes. That will set up for September floor action. And we're gonna dive into some brand new details out of the Paul Barron podcast right here, guys. As we roll into the final hours, you can go to the chart right here. And of course, that means two days are left. And we are rolling into what might be actually the senators staying over in the weekend. There's a few people anticipating that that might happen, and this is where maybe the vote will occur. If you look at what's going on with polymarket right now, it has actually plummeted all the way down to a 15% chance. And I think this is where everybody's hopes are right now. Let me know what you guys think, though. Are you still in the camp that maybe this gets through the Senate and this is just maybe in a position where everybody is wrong? Let me know down in the comments. All right, so remember that we're trying to figure out why Thune hasn't put this on the schedule to get the vote. We have a continuing resolution that essentially is in play right now. That would be the first thing that has to get done in terms of order of business. Uh so the CR would explain why uh Thune did not file the cloture and the motion to proceed on the Clarity Act yesterday, and of course, today is what we're watching right now. So this is still it. Now, granted, that the CR will be a quick vote, most likely, kind of the rubber stamp that we anticipate for this, but it would mean that at least this would give Thune a green light. And if you look at a couple of the points right here, the Senate Demer, this of course coming from uh Cynthia Lama is saying that all of these Dems need to think hard before killing this bipartisan act. And of course, she's pointing very hard right now at the Democrats and maybe putting them in a position of defense. Now, does that mean that we do have some potential here where some of these Dems might actually flip if a vote does go to the floor? Because that's still the other ash aspect is that if it does make it to the floor, does and do we have enough of the Dems to be able to make it to an actual passage? And do we retain enough of the Republicans? So those are the things we're a little bit concerned with. I want to play Loomis's clip here because she's talking about this extension into the weekend. Where does it stand right now when we were together the last time you said what you're hoping that you could actually get this passed before you all leave for recess, which is supposed to be this Friday?

Maria, I don't think we'll be leaving on Friday. I think we'll go into the weekend. There are other bills in addition to the Clarity Act that we need to take votes on uh before we leave for the August recess. And Clarity is one of those bills. So I do believe that we will get a vote on the Clarity Act and get people on the record after 11 months of negotiating with Democrats and adding 300 plus pages to the bill at their request. It's just time to get people on the record.

Even though she says the weekend, the next 48 is really kind of the key of being able to get this through, because obviously that's gonna be pushing this into at least the vote uh element of going into the Senate. So the next two days still very important on how this goes forward. The other thing that uh could play into this is that, and why people are might be staying over is that they need a win. Senators are gonna need a win, going back to their communities and be able to say, hey, this is what we got done. And this, of course, will of course carry over into what could be happening in the midterms as well. Let me play this clip for you.

I can't tell you how many meetings I've been in in the last six months that should have been an email. Gotta vote. And we need to vote right now. And if there is a motion to have us remain here until we get our work done, I'm gonna vote yes.

In fact, there are quite a few hot topics Republican senators can spotlight during their summer breaks, and it looks like the economy should be on top of that list.

For the first time in a decade, Democrats are eking out Republicans when it comes to who Americans trust more on the economy.

And Fox News polling paints a similar picture with Democrats seen as favorable by nine points and ten points when it comes to inflation and prices.

I'm confused. Does staying really just become a gesture at that point, or is there really a path to passage?

And later tonight, we're gonna pass the uh the next step for the CR to avoid a government shutdown. We have uh bills like the the crypto uh bill, a a big piece of President Trump's legacy on that front. Count me in the list of a growing number of senators who are willing to stick around here all August long to get all of that done if that's what it takes. But I don't think that's what it takes. I think we can pass all of these bills this week.

So I've been calling this Super Bowl week for a reason, Johnny Crypto. We may have reason to celebrate when it's all said and done for Clarity Act supporters, and Democrats and Republicans both being in Washington, D.C. working with the White House staff this morning. That tells me there is also massive momentum behind this bill. And I'm gonna hold out hope that the thing we've been asking for since day one will end up occurring before the August recess, and that is seeing the Clarity Act voted on the Senate floor. And from that point forward, we're gonna be able to identify which Democrats are pro-crypto and which of these are responsible for killing the Clarity Act. But do you believe it's gonna get across the finish line?

So, Abs, the reality is look, I think that's a 100% chance we're gonna get a vote. You can hear every single Republican sitting there talking about how look, we need to get the Democrats on record one way or the other. And I think they're gonna want to do that. Now, the question is whether or not it passes. You know, I think, you know, now that they've did that that the Democrats or the Republicans have given in and put in the state AG language or they can sue the DOJ. To me, I can't imagine that Democrats wouldn't vote for it. They'd be literally signing their own death warrant. I mean, literally, because what's gonna happen is Republicans are gonna go on, they're gonna say, hey, you heard something little. She said, This is bill is gonna die on the floor if it does die because of Democrats, which means she already knows she has enough Republican votes to get the majority of her party there, and that therefore the last six or seven votes are gonna have to come from the Democratic side. If they don't get it, that's where they're gonna point the finger. And so to me, I kind of feel like we will get the vote, and Democrats either want to sign their own death warrant, and by doing that, they vote against it. But the language they want is you know, there's a compromise, right? And they got some language in there about state agency having enforcement. So to me, I think we get the vote, and if that language is in there and the president is willing to sign it, then I think we're gonna I don't see why it wouldn't pass at this point, Ebbs. That's kind of what I'm feeling.

Here's another optimistic point of view, Johnny Crypto, is that the Democrats have had a serious issue with how Trump has launched his meme coin and supposedly, you know, gotten involved in all this unethical behavior from their perspective. If the Clarity Act does not get across the finish line, there is nothing preventing President Trump from doing exactly what he's doing. The meme coin is not illegal. They can have all the ethical issues in the world. It is not illegal to do what he's done. And the reason that the Clarity Act would be so beneficial for the Democrats is because they could market the ethics issue as a win, they could market the stable coin issue as a win, and they can also market this as a win for the banking industry here inside the United States, giving them a level playing field to compete with countries like Japan or Russia, which have already regulated this digital asset class. So my opinion is very similar to yours. Ultimately, I think the tables have turned enough where Democrats can market this as a win, and we're moments away from watching how this unfolds over the weekend.
