I know there's a lot of people out there excited about the Clarity Act, and they think we need the Clarity Act in order to move forward in the space. I was literally on Capitol Hill advocating for the Genius Act and the Clarity Act last year in the middle of June. When they passed the Genius Act and pushed the Clarity Act out, I told everybody exactly that, that it was going to get pushed out. You know, I would love to see the Clarity Act passed. I think that we do need real regulation in the space. However, I don't think we need it in order to move forward. I think with the SEC and the CFTC, you know, working together in lockstep, issuing guidance, I think that's enough for the space to move forward. The one thing that I think we are waiting on is the OCC to come out and say, hey, look, like this is how stablecoin yield is going to work for the banks. We've had a lot of progress between Coinbase and the banks going back and forth. And again, you know, they're talking about that being a piece of the Clarity Act, but I think that they could codify that and move forward because they were already pretty much worked through all of it on the Genius Act and then came back to the table and said, Well, well, you know, we want it different. Nah, nah. You need to back up a step. You already agreed on this. We need to move forward to be able to issue stable coins. So I think that's what's going to take place. And if that is the case, then they can let the reverse carry trade online. They can let all these things happen because there's going to be enough domestic demand for those treasuries out of as foreign debt holders rotate out of those into their own bonds and those flow back here to the US, we'll be able to buy them up. And that's that's what we need in place in order for all of this to happen. So waiting on that, you know, again, the OCC, I think, is going to be the party that comes out and says, this is how this is going to work. I don't think we're going to need it in the Clarity Act.
SPEAKER_01Massive update for American crypto investors. The Clarity Act vote has been canceled until September. And during today's episode, we're going to be breaking down exactly what's happening in Washington, DC that prevented Congress from officially voting on the Clarity Act and getting this thing across the finish line in the summer of 2026. We're also going to be breaking down how ultimately this could work to the benefit of XRP. As Jake Claver has correctly predicted, the Clarity Act doesn't look like it's going to be signed in the summer of 2026. Well, that could paint a very optimistic picture, as the XRP token is the only digital asset with Clarity. Hello and welcome back to another episode of Good Evening Crypto, your favorite crypto news related channel. But I would encourage all of our listeners to stick around until the end of the episode so we can show you how this paints a very optimistic picture, specifically for the XRP token. But to kick off today's show, I wanted to give you guys an exact update on what's happening with the Clarity Act today. As last night, the Senate leader Thune decided to pump the vote on the Clarity Act until the month of September. And my immediate response was, I don't believe we're gonna get a vote. Well, I've had a change of heart over the past three hours as we're getting some brand new reports out of Eleanor Terrett stating she believes we will get a Clarity Act vote in the month of September. And this is the official announcement from only two hours ago. Leader Thune's office is telling the crypto industry leaders today that the majority leader still intends to file a cloture on the motion to proceed on the Clarity Act before lawmakers head home for the August recess. You're hearing that correctly. Senator Thune may still file the cloture to get a vote. The move would tee up a vote on the Clarity Act in September and is being viewed as a positive signal that the GOP leadership intends to make the bill a priority when the Senate returns. Now, my immediate thought was Senator Thune might have gotten a call from President Trump saying it's been mission failed and it's time to rewrite that story, but there's still work to be done between now and then. Negotiators will need to find the votes that they're currently looking for and starting to find a path forward to resolve the disagreements over yield, which has re-emerged as a front and center issue following the Wall Street Journal article. Now, where this gets really interesting, guys, is of course securing the palpable bipartisan ethics agreement is still a big part of this deal. And there's been no word up from the White House about whether they agree to the brand new ethics provisions. But we've heard some brand new statements out of President Trump in the last 24 hours. And I thought it would be relevant to play them for you guys during today's episode. But if you're excited that we're going to get a Clarity Act filing, smash that like button. Here's what President Trump had to say earlier today in regards to the Clarity Act needing to get done this year. Here's the clip.
SPEAKER_02One of the one of the things that Congress is wrestling with now is crypto. A big crypto bill is on the is on the uh on the agenda. Um Democrats want to impose ethic for ethics restrictions and limit your ability to conduct crypto, your family's ability to conduct crypto business while you're in office. How do you feel about that?
SPEAKER_00Well, China's very interesting because Nancy Pelosi, nobody ever did that with her. And I'm not I believe crypto is very important because if we don't have it, China's gonna have it. You know, they all want it, okay? And we've done a great job on it. I have. We've done Biden all of a sudden at the end became very strong for it because he saw I was getting all of the business. I did it for a lot of reasons. One of them was politics or a lot of people, like they say a hundred million people worldwide, and a lot of people. Right. And then Biden saw what was happening, or he's killing him, and he all of a sudden loved crypto. But I do it very simply because we can't let China have it or Japan have it. Other countries really want it, and we dominate in it. So to me, it's very important. But they want to do a bill, and in the bill, they want me to be different than everybody else on the So you're against that, it would sound like well, I don't mind putting it in a blind trust. I don't run myself anyway. I let my kids run it. But and I never even talked, I never talk to them about things. If they want to go into if, you know, they're not involved in government. I don't talk to them about government. I don't talk to them about much other than to say, I love you kids. You know, they're good kids. But uh, we don't want to see China take over crypto. I don't want to see China win with AI. AI and crypto. Crypto is a big deal. I mean, I see it more and more where people are playing, paying with Bitcoin, and you know, this they don't even know about cash anymore. That takes a lot of, that takes a lot of pressure off our dollar. It's a good thing for our country. But if China took over crypto, which they would love to do, or if China took over AI, which they would really so we are leading with AI on China. Nobody thought that was possible. The reason was energy, because he can create, he's an amazing guy. China can create unbelievable amounts of energy. And they use coal and they use oil and gas and they use, you know, they make a lot of windmills, but they don't use too many windmills because they're smart, because wind is a disaster.
SPEAKER_02It's as a Yeah, no, I don't understand your obsession with that, but it's not.
SPEAKER_00No, no, I you know what my obsession is? I want the country to be successful.
SPEAKER_01And so you can clearly see that President Trump deeply cares about the crypto issue because he understands there's over 70 million Americans who have exposure to digital assets, and they're Democrat and Republican, they're college students, and they're retirees. This is an asset class that impacts every facet of the American economy. And if we can get bipartisan support here, we can still see this thing get across the finish line in the month of September. And we're gonna be following every single one of these updates. But I wanted to give you guys an update as to what Jake Claver is saying about how the XRP price chart does not need the Clarity Act in order to experience the radically higher price targets that he's been projecting. And I wanted to start off with this clip right here, which is brand new from last night, where Jake is talking about what the Clarity Act does and how he has insight. Quite frankly, nobody else has in the industry. Here's the clip.
SPEAKER_03What's up, man? Uh, has your premise on the Clarity Act been driven more by the idea that XRP already has a moat without it, or because Clarity uh has been so bipartisan, you don't think it'll pass? It's not been bipartisan. Democrats have been very against the Clarity Act the whole time. But I know what you mean um by what you said. Kind of both. Kind of both. Um again, I there there isn't anybody that can there are a few other people that were with me on Capitol Hill advocating for the Clarity Act to get passed last year. Uh if if there are a bunch of people out there that will say a bunch of stuff, right? That they're for it, or they'll talk about it, or it's gonna be passed or not passed. I was literally there talking to congressmen and women, pleading with them, trying to get this across the line. And they did get it through the House, which was great. They also got the Genius Act through the Senate, it became law. Uh, we're still waiting on the OCC and the Fed and the Treasury and the FDIC to all issue joint guidance around stablecoin issuance for the banks, which is what we're waiting on to be able to soak up those treasuries as they flow back here. I wouldn't be surprised to see that here in the short term. Um, but all that being said, you know, I because of midterms, because of Trump's affiliate you know, his family and what they've done in crypto, which I think was on purpose, by the way. Um there's just a lot of headwinds. And and with the Save Act also being kind of the priority, and Trump saying that he's not gonna sign anything into law until after that's passed, you know, they've even considered merging those two bills and trying to vote that in together uh in order to be able to get it through. Uh but if they did it under the Save Act, that would actually be the best course of action because both of those pieces of legislation, well, I don't know if it would have to go back to the House at that point. If they're gonna make changes to the language, it would probably have to go back to the House, but the House would vote it through because it's primarily Republican. So if they could get it through the Senate, even if they married those two bills together, it would still have to go back to the House. Uh they wouldn't have to deal with the filibuster for the Clarity Act, which is what's required for them to take it to a full Senate vote on the floor. So that's you know, in the next two days, they would have to go through the filibuster, get it to a floor vote, then it's got to go to the house. The house doesn't come back uh until after their recess, um, which is before Labor Day, and then they go back on recess after Labor Day. There's just and then they got the budget also in the near future that they're gonna have to reconcile, that they're gonna be focused on before midterms. So there's so many competing priorities, and because of the political tension around it and all the other things, there's just there's a ton of headwinds, and that's why I've been so pessimistic on it. Um I I don't see it passing. Outside of the circumstance that there is a systemic event that requires Congress to act and get stuff done like they did for COVID. I just don't see it. Um, Wayne, my man, good to see you. He says, uh the SEC tried to bluff the Democrats into getting the Clarity Act across, uh, and then or they would set rules. We still have two days left. Hopeful, but doubtful. I don't have my Kermit meme to post on here. But look, and again, I'm just one guy. I'm not the end-all be-all. I have my opinions on things. I try to take really educated guesses on stuff. I've been telling you the whole year that it was very unlikely that we would get it done before midterms, and now, you know, John Deaton said the same thing today. Uh, everybody else did polymarket, everybody's pretty much on the same page now, even though for months everybody was telling me I was stupid and it was gonna pass, and you know, I got everything wrong and blah, blah, blah, blah, blah.
SPEAKER_01And so now that Jake has been proven right about the first part of his thesis, that the Clarity Act was never a part of the plan that's about to unfold before our very eyes, I wanted to show you guys another brand new clip that I found very interesting, which is how Jake is predicting that the price appreciation for the XRP token will take place before the Clarity Act. And we're not talking about a five, $10, or $15 price target. We are talking about a triple digit price target or higher for the XRP community. And the way that we get there is if we're gonna tokenize stocks, bonds, the back end of the stock market, we need a substantially higher value than what we're seeing today on the XRP token. And charts like these, yes, they keep me optimistic in the short term. But if we're talking about trillions of dollars being facilitated across these public ledgers on a daily basis, we're gonna need a far higher value than even a $10 or $20 XRP. But if you guys are excited and you're optimistic still, smash that like button and leave your thoughts underneath the video. What is your peak price projection for the XRP token in this calendar year? With that being said, let's play this clip of Jake explaining how he thinks the XRP price appreciation will unfold. Here it is.
SPEAKER_03What reason specifically do you think causes that without the oil spike, the ETFs and high level of demand, BlackRock launching an ETF, the exchanges going illiquid and tether depegging? All of those things will cause significant demand for XRP to be used and drive the price up. I think that XRP is again uniquely positioned and has a moat to be used right now. It has clarity in the US, it's listed on binomial as a commodity. You're already seeing significant traction because of all the acquisitions that Ripple has made for the adoption of what they're doing at an enterprise scale. And the Clarity Act, I don't know if it's gonna get passed anytime soon. We've had the markup go through with you know the Democrats in opposition to that. You've got the midterms coming up. If the votes go the other way and the Democrats get it and they can take control of the House or the Senate, you're not gonna see the Clarity Act pass as it as it's written right now. If they strip the DeFi component out of it, maybe maybe they can get behind that because I think that's the majority of their opposition to it. But I I am highly confident that XRP is really the only solution if something were to happen prior to that happening. And I do think it all of this unwinds at scale before the Clarity Act happens. And the lawsuit sucked while it was going on. It suppressed the price of XRP. It didn't appreciate and didn't move with the rest of the market, and we didn't see the adoption or even the speculation on the asset like we could have. But because of the lawsuit, we have full clarity for XRP before anything else here in the US. And that's why I think it has a strategic advantage and will be positioned to see significant price appreciation before the Clarity Act.
SPEAKER_01And so for everybody out there wondering why would the XRP token benefit from the Clarity Act not being passed here inside the United States, well, Jake just explained it perfectly. While the rest of the crypto world is stuck in regulatory limbo waiting for the Clarity Act to pass, XRP already has something that most tokens don't. That is a federal court ruling that secondary market sales are not securities, plus joint guidance from the SDC and CFTC explicitly treating digital assets like commodities. That existing legal footing doesn't just vanish because Congress failed to pass the Clarity Act. Other assets are still waiting for the bill and may have to wait for this bill until they see real utility. Where the XRP ledger stands today, we can keep building real-world utility, whether it be cross-border payments, payment integration, or on-demand settlement, while institutions are looking for the clearest path for an uncertain environment.
