Is it legal to have THC in CBD?

Come November 12th, Congress could change the laws regarding THC. This means you will not be allowed to have more than .4 milligrams of THC in an entire container. What does this mean? If anyone is selling you anything that's above .4 milligrams of THC ,it is illegal after November 12th if the law continues to move to move forward.
