Ohio schools and the Fair Funding Plan proposal

It's been roughly a quarter-century since the way Ohio funds its public schools was deemed unconstitutional, but yet nothing has changed in all that time. 

But that may all be about to change as a new plan gains traction across both sides of the aisle and in both houses of the Ohio legislature. 

In this edition of the 21 News podcast, managing editor Justin Mitchell speaks with Representative John Patterson, one of the architects of the "Fair Funding Plan." 

Patterson says the new plan, while complex, would provide more money for poor districts, a more even distribution of state money, and would provide for the needs of students and teachers regardless of where they are located. 

The plan comes at a cost, though. Patterson acknowledges it will take an additional $1.9 billion from the state, money he knows isn't there yet.
