For God seeks our strong desire. This is why fasting is needed. He looks for our sincere desire. Although we express our desire when we pray, when you add fasting, you are telling God, "You have no reason to deny me. What I am asking of You is incredibly important for me to achieve, see, and happen in my prayers and fasting."
When we pray, our degree of prayer is 100%. But when we add fasting, we go beyond 100%.
