Is it OK To Take Photos Of People In Public Without Permission?

Recently I saw a post where someone took a photo of an older woman in a crowd wearing a short dress and commented that an older woman should dress more appropriately. Someone else commented that the photographer should not be taking photos of people without their permission. What do you think?
