But I'll pass it on over to Darren. Go ahead, darren.

Let me tell you, man, this is a show I've enjoyed every year I've been in the industry I'm going on 13 years. This has always been the family type show and let me tell you, whether it's through the roof, going well or whatever, let me tell you, what means so much to me is that the funding goes back to the associations, it goes back to the injured driver's fund, it goes into legislation, it goes into training and that's what blows me away about it. I'm just so happy to be here and let me tell you, this new place they're having that is phenomenal great parking lot and plenty of room for growth. So I'm very excited about it. But I'm even more excited about being able to do the podcast today and the guests we have on.

Speaker 2:

I've been wanting to get this guest on for a long time. He's been doing a lot of yard work so he hasn't been able to get to it. That's an inside joke, but he's a great man in the industry, well respected Jim Schelholz with Ranger SST, and let me tell you this is going to be a good one. We're going to dive into patrol works with LPR, what Jim is offering and the vast array of the other products he offers when it comes to towing software. So, dj, this is going to be a great one. I'm excited.

Speaker 1:

I agree with you and 100% at this tosh I want to tell all of our listeners last night at the auction they raised $22,000 for the Wounded Driver Fund, which is fantastic. A lot of generous people here and this is going to be a good one today. I've known Jim for a long time. You know. I tell people I served at the Last Supper and Jim and I have known each other for years. You think how many times auto data success and I were next to Jim's boot, all during the shows we had to talk to each other. So now we have him as our guest.

Yes, he's a phenomenal man.

I am delighted to be here, so stop with all this stuff.

Speaker 1:

Okay, so tell us a little bit about your background, and then we're going to ask you a question.

Speaker 3:

Okay, I've been in the towing and recovery industry since 2004. Started off with tow management software, which would be a competing product of many others. It goes from call taking, dispatching, gps mapping, tracking all the way through accounting, lot management and even shortly at the beginning, started to do some stuff with private property impounding and more recently, about 18, 20 months ago, really shifted the focus of the company to focus on just that private property parking management. So it's kind of a mouthful, but trying to help companies who have experience or an interest in private property impounding, which has been the traditional business, to extend their business to parking management. A full serve, complete, one single source for their customers for parking management.

Speaker 1:

This is going to be a good one.

Speaker 2:

Oh, it is. But what Jim's doing is he's showing them other ways that they can expand their lines of revenue from just simply towing, but also moving over to the private lot management, and with this I mean he's given them the keys to grow the business.

Speaker 1:

Well, what question you want to ask them first? What's a good one to?

Speaker 2:

ask Well, jim, I've looked at this many times in the magazine and Jim has wrote some phenomenal editorial. One of those is coming up here in our upcoming issue. That's a feature on towing software, gps systems, mobile video, you name it. We're covering everything A to Z. But, jim, let me ask you this Once you tell our listeners more about patrol works with LPR and how the features of it, but, most importantly, how it's going to benefit their business in the long run, good, so let me just start with what are the distinctive features about this solution, of which there's five or six, one of which is that we have integrated permitting with enforcement.

Speaker 3:

So, for example, traditionally a lot of PPI companies have done enforcement.

Speaker 3:

They might have done some patrolling for permits themselves, or they might have done what's called toe offs when they get a call request from a property manager. We have integrated permitting and enforcement. So now towing companies, ppi companies, can go to their customers and say you don't need to do the permitting yourself in-house with stickers or hang tags or whatever you're doing, or you don't need to go with one of these other outside companies I won't name. They're doing permitting, but you can, we can do it all for you. And so one of the distinctive features is we've integrated permitting with enforcement all into one solution. The other, next most important thing is that we use license plates as the permit. So rather than having a sticker with a number on it, we use license plates. So that sounds pretty mundane, but why is that important? Well, that in turn leads to the capability to be able to do patrolling with advanced technology. What does that mean? License plate recognition technology, cameras that are quite common in the repo part of the business that would scan, look for license plates now apply to parking. So the process is a little bit different. In repo, they're looking at a list, looking for vehicles that a finance company or someone else is looking for. In parking, it's the flip side you have a list of permitted vehicles with their license plates and the cameras are looking for plates that aren't on that list, vehicles that are in violation, that are consuming space, that the owner would rather not be consumed. So that's a second most important feature. The third most important feature I'd say is that we've built in what we call web apps for both property managers and for residents. This is particularly important for multifamily, so that all the information about what's going on not only permitting but also enforcement Was their vehicle impounded, was it given a ticket, were there any pictures taken of a violation All that information becomes available to both property managers as well as residents what we call information transparency. So why is that a benefit? Well, people obviously get upset when they've done something wrong and there's a consequence to their action. But now everybody has pictures and so, just as in towing, I can remember back in the day customer would say well, once you take a look at the pictures, the story changes. Same thing in this Once people take a look at the pictures, there's fewer disputes in terms of what goes on. So that's another important feature.

Speaker 3:

Another one is is not only do you have the LPR cameras to look for vehicles that don't belong, we have a mobile app that's a companion to that which we call Copilot, which can also allow the entry of additional kinds of violations. So, for example, you may be an apartment complex and worried about vehicles that don't have permits, but you might also be worried about a vehicle that's up on blocks or has a flat tire parking on the grass in front of the dumpster you name it. Whatever those violations are, we can also record those on the Copilot app and they can be managed in the same way. And managed in the same way also has implications, because the property manager can set the consequences by the type of violation. So, for example, if there was an expired permit and the permit had just expired five days ago, we'll know that from the permitting database, and so the consequence could be that the resident gets a warning or he gets a ticket for $5 or $10.

Speaker 3:

Alternatively, if it's been expired for 20 days, you may say it's time to impound that vehicle and send a message because they don't belong, and it may be that there's a car in the fire lane that should go right away. A car that's up on blocks may need to go right away. In some states there's a law that says if there's a flat tire you can impound that vehicle, but you have to wait 24 hours If it's an expired license plate registration. A lot of states like that to go faster because that's revenue in their pocket. So there's flexibility in terms of how the enforcement works so that it could be tailored to what the requirements are. The preferences are of a particular property. So those are some of the most distinctive features of the solution, and it's applicable to both multifamily and paid apart, though the instances are a little bit different.

Speaker 2:

And I think that's fantastic and I think that's what you're doing is you're managing everything A to Z form and allowing them to put in the different restrictions and so on. I mean you've got to be able. This has got to be making it 100 times easier for your big complexes, jim. I mean you're getting the feedback on that.

Speaker 3:

We're trying to make it easier for the property owners, right, but we're also trying to again, given my history in towing is to position our customers who have been towing companies in PPI to be able to extend to their customers a full turnkey solution that works, that solves their problems, and they're the one that's delivering the parking management solution.

As you can imagine, I'm on the phone quite a bit and if I am on the phone I'll grab that message and return the call just as soon as I can you got it because, darren, when I'm listening to all this, I'm thinking to myself okay, I do the towing for this private property, but if I could go in and talk to a person I already have a relationship with and say, listen, I got another piece of the puzzle that I could help you with. Maybe I can't explain it well enough, but I know someone who can't, and there's the guy. See, part of this, jim, is I can't explain it like you can't.

Speaker 3:

Right, and I'd be happy to get on the phone with any of the listeners that wants to present this to one of their customers. Right, because it is a very deep and robust solution and there's not many people that be able to go that deep. But I can't, and I'd be willing to help whoever wants to take that step.

Speaker 1:

Right and see that's part of it. That's why I told Chuck Kamp, our producer. I said you got to come over to meet this guy Because we run into people and you sit there saying, okay, I can't explain it, but I know someone who can well in what I've seen and the feedback I've got on Jim Schellholtz as well is he's not a guy that's just selling them something.

Speaker 2:

He's got so much passion in it he's gonna make sure that they're on top of everything, they understand how it works a to z, and he's gonna make sure that they have all the tools to be successful in industry once they've got. So that that's where I see a big difference is he's a. A Lot of times you deal with a company that's so big they might forget about you. Sometimes you can deal with a company that's smaller and they make you feel like your family and they bring you in there and they work with you from front to back, because it's it's what makes it makes sense for them. If they can help you get your dreams for Andrew can then it helps them reach theirs, and that's what I've seen with Jim, as always, he's always here's my question that I want to ask Jim.

Speaker 1:

Okay, we've known each other. I'm listening to this podcast and I live near one of the major football fields or I live near, like, an Atlanta market where we have some downtown and some about Marietta, georgia. But If I have this and I listen to you and I go to the magazine and read the articles about it, what? What is the person that you're looking for? Who has the most open eyes? You know, because I sometimes I think some towers, when it's outside their belly wick, they have those blinders on, like you put on a donkey, so he doesn't go left or right, he just goes straight. He puts blinders on. What's the person without blinders that really would like to learn more about how I could enhance my business?

Speaker 3:

And I've run into many of those people with the blinders that you imagine. They've got an established business. It's been successful. It's kind of putting lots of money In the bank and food on the table, and this is going to take some work to extend this.

Speaker 3:

Yes, so what I'm looking for is someone who wants to grow, who's eager, who is Kind of outgoing enough to be able to make the right kinds of calls to potential customers, and I don't think you have to be terribly technically savvy, but there is some technology involved in this, in the camera system and they're in in the mobile app.

Speaker 3:

But that's all teachable Kind of skills that can be done and we're standing by to do all that. So I'm looking for somebody who wants to make a difference in their marketplace and grow. There are some technical requirements for this, in that they would need to have an impound lot right, because part of their role Would be to impound vehicles, so they need to have an impound lot. We run into constraints with some established customers that their lot is constrained, they don't have any more space, so we need somebody that's prepared to invest and grow for an impound lot, and in many places they also need to have licensing so they can do non consensual towing and so that's a restriction in some Markets to be able to do that. The rest, the rest we can teach, I got you well, you were doing a class here.

Speaker 1:

I want to listen to snow. We had a way to do the podcast because he was doing the instruction class here. We had one person come by and the person asked us they're from Wisconsin. Is their initiation fee up front? There's no fee to talk to you none at all.

Speaker 3:

None at all. So if I let me flip the question a bit just to talk about how the benefits might work, so, in contrast to other models, our model is we're trying to work with tow companies to deliver a complete solution and to share all the benefits of that complete solution. Let me give you an example for a multi-family somebody who's doing multi-family private property enforcement. Let's say, for example, they're doing a hundred impounds per month and so a lot of guys would get excited if they could do a hundred and five. Right, so that would be good. Oh yeah, but from our experience, what is happening? If they're doing a hundred impounds a month, the population of vehicles that they're drawing from is a hundred times that. So that would take you to ten thousand Vehicles that are in that they're serving effectively in their business. So I could say I want to go from a hundred impounds to a hundred five. That would be good. Or I could say I want to work on that Ten thousand number and I want to charge each of those vehicle owners five to ten dollars a month for a permit. So what does that turn out to be? So this, the mathematics just start to just kind of multiply in terms of what the benefits are. Now, is that easy? You have to kind of to be able again back to my earlier point be able to effectively talk to property owners about what the benefits are going to be for them, one of which is they're going to increase the value of their properties by being able to charge for it. Think of it as that the lease cost for the apartment is like the airplane ticket to go from Orlando to Birmingham, but then they're going to add the parking fees, which is like the baggage fees on the airline ticket. So the lease cost may still be I don't know $1,000 per month, but then they tell the residents and in addition, there will be another $5-10 a month to park, and of that $5-10, some of that's going to go back to the property owner and increase the value of their property.

Speaker 3:

Now there's some concerns attached with that. So some people say well, if the property is going to get some money from these parking fees, isn't that a kickback? No, because the way that we would structure it is as expense reimbursement for the property. So we will reimburse expenses for lot maintenance, that they decide our priorities, so that the money is not going to an individual and we have to worry about what they're doing with it, but rather it's going to offset expenses for that particular property. So that makes a big difference.

Speaker 3:

The other concern is revolves around predatory towing. There's been some bad things happen in this industry around private property I think everybody's aware. So there's concerns about predatory towing. So what we suggest is that they establish their business with two entities, one of which would be a parking management company and the other of which would be doing impounding. So for example, I won't name names, but in Kansas City there's a separate parking management company which is doing the contracting with both pay-to-park lots as well as multi-family lots, and they are then negotiating what the arrangements are, what the permit costs are, what's going to be the distribution of fees back to the customer, what's going to go to the parking management company, and they are making arrangements then with three different impounding companies to actually do the impounding. So there's an arms-length relationship between the parking management company which is doing the contracting and has the patrol vehicle that's identifying the vehicles and violations. They then find those violations and then they would then pass them off to an impounding company and we'll do that digitally, electronically, for them to do the impounds.

So, without further ado, darren, it's your up next to ask Jim the question.

Speaker 2:

Well, I've got to tell you, I'm gonna ask what everybody else is listening to the show is thinking right now how do I get into this, how do we get started and how do I make this a revenue stream? So, jim, how does somebody go about getting into this?

Speaker 3:

So I think the first step would be to kind of have some conversations with me so that you understand it more.

Speaker 3:

We have marketing material that's available on the shelf that we'll send out to engage in discussions, and I'd be happy to participate in those discussions by phone calls, web meetings or, in some cases, even in person if it made sense. So I think that would be a first step. But you need to test the market just to make sure that what you're headed into is going to the flag is going to fly in your community. And so my second suggestion would be is to, if you take that next step is to focus on pay to park, because it is the shortest time to cash. The people that have paid to park lots know that they're being cheated. People are not buying the permits, they're kind of overstaying their welcome. They know that they're leading money on the table, so it's an easy sell to them to say well, we're not just going to sell permits, we're going to do permits and we're going to do enforcement. So we are going to come patrol those lots and we are going to find the people that should be relocated from those lots so that you're not consuming spaces with cars that are deadbeats, that they then have more revenue making space. They're going to understand that benefit kind of immediately and so it's the shortest time to cash. I'm going to take a quick detour, then I'll come back to multifamily, the HOAs in the apartment. So why is that important?

Speaker 3:

The camera systems, as someone could have asked, are not cheap, right? So you're probably familiar with repo systems. A two car camera system is probably on the order of magnitude of $20,000. I'll help finance that. So that's that it's easy to get into with a small down payment from the person if they have a valid business plan going forward. So that's not a big barrier. But it's not. It's not as if you're going to the grocery store. These things are these costs of money. And you want to have a very high quality LPR system because you're going to go through lots, look for a license place. You need to have quality reads because you're going to end up impounding some of those vehicles. So we do some stuff in the background to kind of compensate for the camera systems. But you want to have a good quality camera system, so pay to park. I recommend number first. It's the shortest time to cash and it helps provide the cash to kind of support the financing of the camera systems.

Speaker 3:

The multifamily, which would be things such as apartment complexes, hoa, small universities, is a harder sell because they already have something in place and what you're going to talk to them adopt doing is kind of charging for parking, a parking permit that's separate. It's easier if you find a apartment complex that's already doing permitting. If they are, they've got all the hassles of trying to deal with the stickers, the papers, the changes. People will kind of change stickers from one vehicle to another, so they know all those problems. But well, we kind of got a solution, is what they would say. And to get to the real benefit that I was talking about, if you can kind of work on that population of vehicles rather than just one more, impound per month means you've got to get to a decision maker who can make a decision to charge for that parking permit. That is probably not the apartment manager at your local apartment because they've probably been there for less than 16 months. You've got to get to regional managers or the owners who will appreciate the benefit of being able to charge for that parking permit and have it be incremental to the lease so they don't lose their price point in the marketplace, but they're going to see the incremental value which they need for both their commercial and debt financing issues, but also because it provides a benefit of security.

Speaker 3:

And many property owners are trying to ignore what's happening in the marketplace, but property owners are increasingly at risk to what are called negligent security lawsuits. What this means is if something bad happens on your property and one of your residents or somebody's on your property and gets involved in this and feels like they have been harmed not only physically which might happen in a robbery or a drug deal but also mentally if they were kind of harmed in our society, they can then go sue, and we have a society where the likelihood of this is unfortunately increasing. We have an increase in immigration, we have kind of prosecutors. They're increasingly tolerant of crimes, of thefts, so it's an increasing risk, and so there was a thousand of these in 2021, believe it or not and the average settlement was over a million dollars Wow.

Speaker 3:

So what happens then is that with these patrolling, with this solution is you're not going to solve all the problems, but you are going to be increasing the level of security that you're delivering to residents, and so they have the benefit of not only security but the convenience that we talked about in terms of permitting. So you have to be prepared, though, to capture the value of that benefit that you are delivering, and that's going to be a more senior person in the organization than the local apartment manager. So, in terms of your business plan, kind of get a pipeline, start with the paid apart guys, but then kind of start building that pipeline of multi-family, and when you get that together, then let's have the conversation and I'll finance the camera system and we can kind of get rolling.

Speaker 2:

Well that's something else and I tell you, jim, in an industry where you're looking at the cost of the vehicles, the trucks, anywhere from 60, 80, 100,000 dollars and up I know 20,000 sounds like a lot but it sounds like a small tip in to open another business.

Speaker 3:

Yeah, let me just give you an example. We're looking at a lot in an unnamed city that has 200 spaces and if it's a active parking space, not like Booneys out in Timbuktu, that space is worth around $1,000 a month. You take $4 per hour, 30 days a month, you know eight hours a day. You run the numbers, you get to about $1,000 a space. 200 spaces, one lot, 200 spaces, $200,000. So of that the money, some of it would go back to the lot owner, say, for example, 70%. The rest would be split as negotiated between the company and Ranger. So let's just say they get 15 or 16% and you start running that smat. You can pay for that camera system in months.

Speaker 6:

Yes.

Speaker 3:

With one or two lots and I'm going to finance it. So what I'm looking for is do you have those kind of opportunities so that you know I can see that we're going to together, we're going to make a lot of money on this?

Speaker 2:

And so also, it sounds like you're not just selling the system and the software, you're also helping them with the keys too. This is how you need to work it this is who you need to contact and you're going to help them get in those trenches to find them?

Speaker 3:

We need into the weeds maybe, but we have databases of every owner of a so-called multi-family, every apartment complex, every HOA in selected markets, and we can add to that based upon the interest of the customer. And we have nationwide coverage of every parking lot in the United States through another company.

Speaker 2:

It's like getting a Chick-fil-A franchise without paying a franchise fee, Because you could actually get into business and do some real serious and not just think about the tow but think about the whole system that these people and small universities, small colleges, all have the same problem but say they are the listener. That's around one of the 25 national football fields in our country. What if you had a leg in there?

Speaker 2:

That's fantastic because With the program am I right, jim? You're saying they can also with the football events, special events, weekend events, they can set there all set set different pricing.

Speaker 3:

So I don't think this conference center does any pay-for-part Pricing not here, yeah, but at other downtown conference centers they will, and so those events are episodic and so, based upon the timing of those events, you could say, well, during the week, when you're just going to the store, to the office, you know it's whatever, it is four dollars an hour. But on special event days, yes, you know it's 15 dollars an hour, or exactly, you know $40 for the day, or you pick it, and so we have flexibility to adjust that. That's all digital, configured online, so can again help add to.
