 Canada is luckily somewhat immune from terrorism. And yet when it does occur we expect the state - security intelligence and national agencies, governments and courts - to take it seriously. It does not, though, at least at some levels, particularly in the judicial system. How can we make this better so that terrorists serve significant time in prison?
