Intelligence collection on national security threats is a serious business. Gathering data abroad on terrorists can get very dicey very soon. Without proper training and opsec (operational training) in place people can get hurt or die. The Canadian Foreign Ministry's decision to play spy in the early 2000s under the rubric of the Global Security Reporting Programme (GSRP) was irresponsible to say the least.
