 There seems to be this movement that anyone should have the opportunity to try their hand at anything. This includes complicated jobs such as security intelligence agencies or law enforcement organisations. But what happens if an outsider with no relevant experience is parachuted in to assume the mantle of leadership (look what is happening in the US these days!). I talk with a former Ontario Provincial Police (OPP) commissioner on these issues.
