Terrorist groups come and go, like just about everything else. And yet, some seem to last a long time, pronouncements of their deaths notwithstanding (I want to channel my inner Mark Twain here but...). Boko Haram in Nigeria is a good example, having entered its 17th year of mayhem in that country, and there are many others. What should we make of claims that a given terrorist group is moribund?
