Scott W. Phillips
Scott is a retired college professor from Buffalo State University, and worked as a police officer in Houston, TX. His research focuses on empirical examinations of police officer decision-making and organizational influences on officers’ behavior. Scott has published over fifty peer-reviewed journal articles, and he twice served as the Futurist Scholar in Residence with the Behavioral Science Unit at the Federal Bureau of Investigation’s National Academy in Quantico, Virginia.
