The Ethiopian Eunuch was a seeker who was of a different race and of a condition not allowed to worship at the temple or offer sacrifice. But Deacon Philip explain Isaiah 53 to him and the good news that Jesus is that acceptable sacrifice for all nations, the very transition from the Old Covenant based on Law to the New Covenant based on grace for Jesus' sake.
